(a) To establish the time, place and conduct of Council meetings for the Village, the following rules are hereby adopted.
(b) All Council meetings shall be held in either of the two public meeting rooms of the Village Municipal Center Building, 345 Tuxedo Avenue, Brooklyn Heights, Ohio, which shall be open to the public. (1974 Code § 30.04(A), (B))
(c) Council shall meet regularly twice every month, on the first and third Tuesday of each month, except that in the months of June, July and August the Council shall meet once a month on the first Tuesday of the month and except on the first Tuesday in November, when the meeting shall be held on the first Wednesday of the month. All regular Council meetings shall begin at 7:30 p.m.

(d) The Mayor, or three Council members, may call a special Council meeting by issuing a call, in writing, signed by the Mayor or three Council members to the Clerk/Treasurer, calling for a special meeting of the Council, specifying therein the date and hour of such meeting, and whether it is for a specific purpose or for a specific purpose and such other business as may come before Council. The Clerk/Treasurer shall prepare a written notice for each Council member that a special meeting shall be held on the date and at the hour requested, and whether for a specific purpose or for specific and general purposes mentioned in the call, and shall serve, or cause to be served, each Council member by handing to him or her personally the same or by leaving the same at his or her usual place of residence at least twenty-four hours, but not sooner than 120 hours, prior to the date and hour of such special meeting. The Clerk/Treasurer, on the original of said notice, shall set forth therein the date and hour service was made. The call, the written notice and the return of service shall be read by the Clerk/Treasurer as the first order of business of the special meeting and shall constitute the authority therefor, unless all Council members are present, in which event said reading shall be deemed waived. The call, the written notice and the Clerk/Treasurer's return of service shall be filed with the minutes of such special meeting.
(e) When a special meeting is called for a specific purpose only, then no other business may be conducted at such special meeting except by a unanimous vote of the Council members present.
(f) At the regular meeting of the Council in January, the Mayor shall appoint each Council member to the various standing committees and name the chairperson thereof. Each committee shall be composed of three Council members and shall meet at the call of the chairperson. In making such appointments, the Mayor shall appoint each Council member among the committees so that the presentation of each Council member shall be about the same as another Council member. When a vacancy occurs on a committee, the Mayor shall appoint a Council member to fill such vacancy.
(g) The Standing Committees of Council shall be: Finance; Safety; Building; Industrial Development; Ordinance; Park and Playground/Human Services; Streets, Utilities and Beautification; Income Tax Board of Review; and Wage and Salary.
(h) Ordinances submitted for regular Council meetings shall be in the hands of all Council members on the Friday prior to the regular meeting and forty-eight hours in advance of all special Council meetings.
(i) Each Council member shall forfeit his or her monthly salary for not attending a regular meeting for that month, unless excused by a majority vote of the Council.
(j) When a Council member shall move his or her residence from the Village or shall be convicted of a felony, he or she shall forfeit his or her office as Council member.

(k) Smoking shall be prohibited by any person participating in or attending any Council meeting or public hearing conducted by Council.

(1) A listing of ordinances and resolutions with short summaries for regular Council meetings which will be considered at the current regular Council meeting, shall be prepared not less than ninety-six hours prior to each regular Council meeting. The Clerk/Treasurer shall prepare the listing, unless Council directs another office or employee to prepare the listing. Additionally, the Clerk/Treasurer shall cause copies of the said listing to be distributed to all residents of the Village and posted and filed in accordance with all State and Village regulations relating to open meetings.
(2) In the case of an emergency matter arising after the posting, filing and distribution referred to in paragraph (l)(1) hereof, the Clerk/Treasurer shall prepare a supplemental listing, providing as much advance posting, filing and distribution as is possible under the circumstances.
