Any plat laying out streets or roads approved by the Council shall have such approval endorsed thereon. Whereupon such plat, after the approval of the Council has been noted thereon, shall be retained by the Village until it is delivered to the County Recorder. All fees required in connection with the recording of such plat shall be paid by the property owner causing the same to be made. After the plat is recorded, the title guarantee or title insurance shall be returned to the owner.
