At the time of filing an application for the approval of any plat with the Planning Commission, or at the time such plat or plans, profiles and specifications for any improvement are submitted to the Engineer for approval, there shall be deposited with the Clerk/Treasurer an amount of money sufficient, in the opinion of the Engineer, to cover the cost and expense of such investigation as may be necessary to determine whether such proposed allotment conforms to this chapter, and the expense necessary to determine whether said plans, profiles and specifications for such improvements, and the proper installation thereof, meet with the requirements of this chapter, including the compensation of the Village inspector. The cost and expense of such investigation, the expense of the Engineer or his or her assistants and the compensation of the inspector shall be paid from such deposit, upon itemized bills properly rendered. In case such expenditures exceed such deposit, the excess shall, upon demand, be paid forthwith to the Clerk/Treasurer. In case the deposit exceeds such expenditures, the balance will be refunded to the depositor within a reasonable time after completion of the Engineer's work.
