Any person desiring to plat any lands in the Village into an allotment or subdivision, the plat of which is to be filed for record, whether or not the same shows the dedication of new or additional streets, must conform to the requirements set forth in this chapter, and no official or commission of the Village shall approve any such plat unless the same shall conform to said requirements.
