(a) There is hereby established in and for the Village a Planning Commission consisting of five members.
(b) The members constituting said Commission shall be the Mayor, one member of Council, to be selected by the Council for the remainder of his or her term as a member of Council, and three citizens of the Municipality to be appointed by the Mayor for terms of six years each, except that the term of one of the members of the first Commission shall be for four years and one for two years.

(c) All the members of the Planning Commission shall receive compensation in an amount set from time to time by Council.

(d) The Planning Commission shall have all the powers conferred upon it by Ohio R.C. 713.02 et seq.
