As conditions precedent to the issuance of any permit or license for new construction in the Village parks, the following requirements shall be met:
(a) Detailed drawings and specifications must be submitted to the Village Council and the Village Engineer for approval, and all necessary building permits must be secured in accordance with the Village ordinances and all State and County requirements.
(b) Approval of the Village Council is subject to the receipt of a copy of a written contract from the contractor, which shall include the following:
(1) Warranties on material and labor used in construction, if any.
(2) The construction period and the estimated time to complete the construction.
(3) A statement that detailed drawings and specifications approved by the Village Council and the Village Engineer will be followed, except where the Engineer has approved a change.
