1068.11   VEHICULAR TRAFFIC; HORSES.
   (a)   No person shall drive or propel or cause to be driven or be propelled along or over any road or drive within any park, any vehicle at a rate of speed greater than ten miles per hour, and no person shall drive or operate a truck, bus, tractor or a vehicle designed and used for mass transportation of people, or for the transportation of goods and materials, over any road or drive within any park, park reservation or parkway without the approval of Council.
   (b)   No person shall operate a vehicle along or over any road or drive within any park without due regard for the safety and the rights of pedestrians and drivers and occupants of all other vehicles, and/or so as to endanger the life, limb or property of any person while in the lawful use of said park drives or roads.
   (c)   No person shall park or store any motor car, motor vehicle, bicycle, wagon or other vehicle within any park, except in places designated for such purpose, except for Brooklyn Heights civic groups or handicapped or disabled individuals or by special permit, approved by the Mayor.

   (d)   No bicycle, skateboard, scooter or other similar vehicle shall be operated on the hill at the south end of 4th Street, nor on any of the sports fields. (Ord. 69-01. Passed 6-5-01.)
   (e)   No person shall drive any vehicle or shall ride or drive any horse except along the driveways and designated parking places in the Village parks. No vehicle or horse shall be driven or ridden over the lawns, groves, grass plots or playgrounds of said parks. No vehicle or horse shall be driven or ridden in said parks at a speed greater than ten miles per hour.
   (f)   Horseback riders shall stay on paths established as bridle paths and are not permitted elsewhere in any park.
   (g)   No person shall drive upon or along any park road or drive which has been closed and posted with appropriate signs or barricades because of construction or repair or because weather conditions render travel either unsafe or unduly destructive of the road, based on an engineering investigation.
