No person within any park, except police officers of the Village, shall carry firearms of any description, air rifles, sling-shots, or other missile-throwing devices, or explosive substances of any kind, including, but not limited to, fireworks. This section shall not prohibit the discharge of firearms or fireworks when authorized by Council.
