Every application for laying sewer mains and the laying of house connections shall be made through a sewer builder, who shall pay to the Clerk/Treasurer in advance, the sum of fifty dollars ($50.00) for each spur connection and the sum of twenty-five dollars ($25.00) for each house connection. Within forty-eight hours after completing any sewer connection, the sewer builder shall make a time return in writing upon the permit issued, countersigned by the Building Inspector, of all work done by him or her in the premises and file the same with the Clerk/Treasurer.
