No parcel of land within the Village which is proposed to be used, in whole or in part, as an accessway between a public street within the Village and a parcel of land situated outside of the Village, shall be used for such purpose without the prior review and approval of the Planning Commission. In determining whether or not such approval shall be given, the Planning Commission shall consider the following: the probable amount of vehicle traffic upon the accessway; the details and specifications of the accessway; the type of pavement; and the methods for the control of traffic leaving or entering the accessway. The details and specifications of the accessway and the type of pavement shall be subject to the approval of the Engineer.
