The person to whom a permit is granted shall, at all times, keep all openings and obstructions caused by removing the pavement carefully guarded and protected, and, during the time from one-half hour after sunset to one-half hour before sunrise, define said openings or obstructions by red or amber lights. Such other precautions shall be taken as are necessary to guard against accidents, and at all times the work shall be done so as to cause the least inconvenience to the property owners and the general public.
