Any person aggrieved by any action of the Chief of Police or the Mayor in the denial of an application for a permit as provided in Section 812.04, or in the decision with reference to the revocation of a permit as provided in Section 812.11, shall have the right to appeal to Council. The appeal shall be taken by filing with the Council, within fourteen days, a written statement setting forth fully the grounds for the appeal. The Council shall set a time and place for a hearing on the appeal, and notice of the hearing shall be given to the appellant. The decision and order of the Council on the appeal shall be final.
