(a) No person shall operate, or permit the operation of, a motor vehicle in the City, unless proof of financial responsibility is maintained continuously throughout the registration period with respect to that vehicle, or, in the case of a driver who is not the owner, with respect to his or her operation of that vehicle.
(b) The terms "motor vehicle," "proof of responsibility," and "registration" as used in this section shall have the same definitions as provided in Ohio R.C. 4509.01.
(c) The failure of any person who is the operator or owner of a motor vehicle to provide a peace officer, at the time of a traffic stop in the City, with proof of financial responsibility in one of the forms permitted by Ohio R.C. 4509.101(H), shall be considered probable cause and prima facie proof that the driver and/or owner has not maintained proof of financial responsibility as required by this section and by Ohio R.C. 4509.101.
(d) Whoever violates subsection (a) hereof and who fails to provide proof of responsibility to the City by the time of his or her initial court appearance for a violation of this section shall be guilty of a misdemeanor of the fourth degree.
