(a) A tree shall be required on the tree lawn of each residential lot within the City upon which a new residential dwelling is to be constructed. The type and species of the tree to be planted shall be determined by the Director of Public Service. The tree shall be purchased and installed by the City.
(b) A fee of fifty dollars ($50.00) for the implementation of the tree planting program is hereby established. The fee shall be payable by the owner of the sublot upon which the new dwelling is to be constructed and shall be paid to and collected by the City at the time the building permit for said dwelling is applied for.
