Any violation of or failure to comply with provisions or requirements of this chapter shall, on the conviction of the offender, be punished with a fine of not less than $5, nor more than $50, and costs of conviction. On default of payment of the fine, the person shall be imprisoned in the county jail or the city jail, until the fine is paid, not exceeding the term of 90 days.
