Should the use of any public grounds owned or controlled by the city be permitted for any show, circus, theater or other public exhibition; before issuing any license, the Clerk/Treasurer shall require a bond from the applicant, or applicants, in the sum of $100, conditioned upon the owners, or agents in control of the show or exhibition, properly cleaning up the grounds on their removal therefrom.
