Upon receipt of the application, and upon payment to him or her by the applicant of the sum of $25 per day for each day of intended exhibition within the city, the Clerk/Treasurer shall issue a license for that period; provided that it shall be the duty of the Clerk/Treasurer to refuse to grant a license when it shall appear from the application that the grounds do not support sufficient sanitary and toilet facilities to care for the personnel of the show or exhibition, and also when it shall appear that the show or exhibition or any part of the same is of an indecent or immoral nature.
