Whenever sidewalks are ordered on any street where none have heretofore existed, it shall be the duty of the City Manager to immediately establish a sidewalk line on the street for at least the distance that sidewalks have been or are about to be ordered by setting stakes 200 feet apart, or as near as may be, the stakes to designate the outer edge of the sidewalk from the lot; and the City Manager shall also establish a proper grade for the sidewalk with the distance, and the Manager shall keep a record of all sidewalk lines and grades in a book prepared for that purpose which record shall be filed in the office of the Clerk/Treasurer.
