§ 94.39  REFUSING OR NEGLECTING TO CONSTRUCT.
   If the owner, owners or agent of any lot or premises in front of or adjoining which the walk is ordered to be constructed or repaired shall refuse or neglect to construct or repair the same after having been duly notified so to do, in the manner and within the time prescribed by the City Council, the City Manager is hereby authorized and required immediately after the expiration of that time to cause the same to be constructed or repaired as the case may be, and the expense of doing the same shall be assessed to the person or persons refusing or neglecting to construct or repair the same and be charged against the lot or premises in front of or adjoining which the sidewalk is situated.
