§ 93.43  DENIAL OR REFUSAL TO REMOVE MATERIAL; ASSESSMENT.
   (A)   In the event the owner and/or occupant of the property on which the prohibited material is stored denies responsibility therefor or ownership thereof, or in the event the owner or occupant refuses to remove the materials after the 24-hour or 48-hour notice above referred to, the Chief of Police is authorized to remove the material and dispose of the same.
   (B)   He or she shall then report the costs involved, less the scrap value as may have been obtained, to the City Council, the City Council may then assess the costs found due as a special assessment against the real property involved, the special assessment to be added to the property taxed of the owner of the real property.
