It shall be the duty of the Chief of Police of the city to notify the owner of the premises of the violations that are set forth herein, owner shall be allowed 24 hours from the time of the notice to correct the defect, unless the defect constitutes an immediate and extreme danger as set forth below, and the notice shall notify the property owner that he or she may be assessed all costs involved in the removal.
