The purpose of this subchapter is to restrict outdoor storage, parking or unreasonable accumulation of junk, unused, partially dismantled or non-operating motor vehicles, trailers, household goods, machinery and equipment upon premises not zoned for industrial use; to avoid injury and hazards to children and others attracted to the junk; to avoid devaluation of property values and other depressing effects the presence of the junk has upon adjoining properties and neighborhoods, and to avoid blight which causes large expenditures of tax dollars to correct.
