It is the purpose of this chapter to impose specific requirements for those individuals registering with the state as “qualifying patients” or “primary care givers” as those terms are defined in M.C.L.A. § 333.26421, the Michigan Medical Marijuana Act, and to regulate the conduct pursuant thereto in the city so as to protect the health, safety and welfare of the general public.
