It shall be the duty of any person owning or harboring an animal which has been attacked or bitten by another animal showing symptoms of rabies or known to have rabies, to immediately notify the Police Department and the District Health Officer that he or she has the animal in his or her possession, and he or she will comply with all lawful orders and requirements of the Police Department and the District Health Officer.
