No person shall own, keep or house any animal within the city unless the person shall have complied with the laws of the city, the county and the state, providing for the licensing and registration of the animal. It shall be unlawful for any person to own, possess or harbor any dog six months old or over in the city unless the dog is licensed as provided by law. The term DOG as used in this chapter shall include male, female and unsexed dogs.
