(A) Management and operation of system. The operation, maintenance, alteration, repair and management of the system shall be under the supervision of the City Manager, subject however, to the control of the City Council. The City Manager is authorized to make appropriate decisions and judgements to preserve the intent of the provisions of this chapter. The city may employ the person or persons in a capacity or capacities as it deems advisable to carry out the efficient management and operations of the system and may make rules, orders and regulations as it deems advisable and necessary to assure the efficient management and operation of the system.
(B) Responsibility of city and customer. The city is responsible for the operation, maintenance and repair of the system up to the customer’s property line. The customer is responsible for maintenance and repair of the building sewer. Where a clean-out is not provided on the building sewer, the customer is responsible for the entire building sewer from the premise to the sanitary sewer.
