Except as otherwise provided herein, the City Manager shall be responsible for overall administration, implementation and enforcement the provisions of this chapter. Any powers granted to or duties imposed upon the City Manager may however be delegated by the City Manager to other city personnel, including, but not limited to, the city Waste Water Treatment Plant (“WWTP”) Supervisor.
