(A) The city specifically reserved the right to amend this chapter in whole or in part, at one or more times hereafter, or to repeal the same, and by the amendment to repeal, increase, decrease or otherwise modify any of the fees, charges or rates herein provided.
(B) All provisions of this chapter shall be considered severable and should any section or division conflict with any new or existing state or federal rule, regulation or law, the section or division shall be void as to that specific portion which is conflict, however, all remaining provisions and sections of this chapter shall remain valid and in full force and effect.
