§ 51.12  POWERS AND AUTHORITY OF CITY EMPLOYEES.
   (A)   Duly authorized employees or representatives of the city, bearing proper credentials and identification, shall be permitted to enter upon all premises served by the system for the purpose of determining the presence of cross-connections and test or inspect devices preventing cross-connections. On request, the customer shall furnish to the city all pertinent information regarding the plumbing system of the premises. Refusal of the access or information shall be prima facie evidence of the presence of cross-connection.
   (B)   Duly authorized employees or representatives of the city, bearing proper credentials and identification, shall be permitted to enter upon all premises served by the system for the purpose of inspection, observation, measurement, sampling and testing in accordance with the provision of this chapter.
   (C)   While performing the duties in divisions (A) and (B) above, the duly authorized employees or representatives of the city shall observe all reasonable safety rules applicable to the premises established by the customer; and the customer.
