(A) The operation, maintenance, alteration, repair and management of the water system shall be under the supervision of the City Manager, authorized to make appropriate decisions and judgements to preserve the intent of the provisions of this chapter. The city may employ a person or persons in a capacity or capacities as it deems advisable to carry out the efficient management and operation of the water system and may make rules, orders and regulations as it deems advisable and necessary to assure the efficient management and operation of the water system.
(B) The customer is responsible for the maintenance and repair of the service line as defined.
