§ 50.28  IMPLEMENTATION.
   (A)   All recyclable materials intended and set out at designated collection points for the recycling program shall be clean, prepared and stored in accordance with the city’s specifications.
   (B)   Failure to do so shall constitute a public nuisance where the failure causes the threat to the public health, welfare or safety or the environment or results in an un-orderly or unsightly collection of refuse visible to the public.
   (C)   In the event that the City Manager selects a curbside collection system, the City Manager shall develop and promulgate regulations providing for the timing of the curbside pickup, as well as the schedule by which residents may place items at the curbside for collection, as well as removing any containers after collection has occurred.
