(A) The purpose of this subchapter is to reduce the amount of solid waste materials disposed of in landfills, protect the environment, conserve the natural resources, save energy and contain the financial burden of solid waste disposal.
(B) The City Manager is hereby authorized and directed to establish a city-wide recycling program, pursuant to the outline listed below, and to establish rules and regulations for the implementation of the program. This implementation may include regular scheduled curbside pickup, or centralized disposal, as approved by the City Manager, and if necessary, the City Council.
