For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning. Single words shall include the plural and masculine words shall include the feminine and neuter.
ASSESSOR, CITY MANAGER, CLERK, ENGINEER, or TREASURER. Those persons duly appointed to those offices or positions in the city. In the absence of any particular official designated herein to perform any specified act, the City Manager may perform that act. If an outside engineer is specifically employed for the work on an improvement, the word ENGINEER shall mean the person so employed.
COST. Includes the expense of survey, spreading of roll, notices, advertising, printing, financing, legal, engineering, construction and condemnation and all other costs incidental to the making of the improvement.
IMPROVEMENT. Any public betterment.
LOT or PARCEL OF LAND. Any subdivision or portion thereof as officially platted or any unplatted parcel of land as may be described upon any official records.
OWNER. The last recorded title holder of any lot or parcel of land, or the person whose name is last listed upon the city assessment roll or tax roll as owner of a certain piece or parcel of land.
PERSON. An individual, group, partnership, firm, association, corporation or congregation.
