§ 31.05  DUTIES OF FIREFIGHTERS.
   (A)   Upon the alarm of fire it shall be the duty of all firefighters to be present at the fire, and the first and second assistants shall report themselves to their chief and obey orders.
   (B)   In the absence of the Chief, the first assistant shall have command and in the absence of both Chief and first assistant, then the second assistant shall have command, and in the absence of all three officers named, the Superintendent or any member of the Council in his or her absence may select any one of the firefighters to take command; and it shall be the duty of the person in command at any fire to take all measures as he or she may deem most advisable for the effectual extinguishment thereof, and those officers shall have full power, control and command of all persons present at fires, and shall have full power to enter upon any premises adjoining or adjacent to any fire and by the use of hose, fire hydrant or in any other manner obtain water from any well, hydrant or cistern for the extinguishment thereof, and he or she shall see that all persons do the duty prescribed by law and the ordinances, and any person who shall disobey the lawful orders of any officer in command, obstruct, hinder or resist him or her in the performance of the duties prescribed for him or her by this subchapter or violate any of the provisions herein prescribed by this subchapter shall be punished by a fine of not less than $5, and not exceeding $100, or by imprisonment in the county jail not less than ten or not more than 90 days, or by both the fine and imprisonment in the discretion of the court.
   (C)   It shall be the duty of the Superintendent of the Waterworks at times of fire to see that all available aid is given by the plant to the Fire Department.
