The Chief of the Fire Department shall be appointed by the City Council, provided: that as long as the city shall maintain contractual relations with surrounding townships for fire protection, the appointment shall be approved by a five-person Board, consisting of the Mayor and the two city fire committee members of the city, together with two representatives selected by the combined township boards. The assistants to the Chief shall be selected by the fire company members.
