§ 10.15  EFFECTIVE DATE OF ORDINANCES.
   (A)   Unless declared to be an emergency ordinance, no ordinance shall become effective earlier than 15 days after enactment.
   (B)   All ordinances requiring publication shall not take effect until after publication thereof.
