§ 71.06  SPECIAL PARKING ORDERS, PERMITS AND PROCEDURES.
   (A)   The City Council may, upon the recommendation of the Chief of Police of the city, enact special parking orders and grant special parking permits at its discretion.
   (B)   Requests for special parking orders or special parking permits shall be filed with the Chief of Police of the city.
   (C)   The Chief of Police may upon his or her own initiative recommend to the City Council special parking orders or permits as he or she may feel necessary.
