§ 133.12  AUTHORITY TO QUESTION.
   Under circumstances where a police officer has good reason to believe that any individual has committed or is about to commit any unlawful act, the officer may ask the individual to identify himself or herself and explain his or her presence on the scene, but failure to respond to the questioning shall not constitute an offense; provided, however, that this section shall not be construed to affect any obligation to respond which is otherwise imposed by law.
