9-2-7: SATELLITE ANTENNA:
A satellite antenna is described as any reflector used to receive microwave impulses. It is also referred to herein as a "dish".
   A.   Permit Required, Fee: No satellite antenna shall be located, constructed or installed in the Village without a permit being issued therefor. A permit for the installation of an antenna shall be issued by the Building Department upon presentation of an application, compliance with this Section and the required permit fee.
Applications shall be accompanied by a plat showing lot lines, electrical lines, location of antenna, height, diameter of dish and surrounding landscaping. The permit fee shall be as set out in subsection 9-2-3J of this Chapter.
   B.   Zoning Classification Restrictions:
      1.   "A" And "B" Districts: No satellite antenna shall be permitted in an area zoned "A" Single-Family Residence or "B" Multiple-Family Residence unless:
         a.   The use and possession of the antenna is permitted by applicable law.
         b.   If the antenna consists of a dish, the dish shall be the least size required for reception as certified by the installer not to exceed eleven feet (11') in diameter and be mounted on a concrete base. The dish shall not exceed fourteen feet (14') in height from its concrete base. The mounting of a dish shall not be permitted on a roof or structure of any kind.
         c.   Construction shall conform to all Village ordinances.
         d.   Not more than one such dish shall be installed on any lot of record and the antenna shall service only those persons who occupy that lot.
         e.   The dish shall be located on the rear of the lot but not within the area for side yard requirements nor within any utility easements, and not within ten feet (10') of any electrical lines. The color and structural quality shall blend with existing use of the property and adjacent properties and shall be screened by landscaping. All electrical connections shall be Underwriters' Laboratory approved and the current shall be of low voltage. Further, the connection shall follow current Chicago Electrical Code 1 guidelines and be firmly grounded.
      2.   Other Districts: In all other zoned districts, a satellite antenna shall not be permitted unless:
         a.   The possession of the antenna is permitted by applicable law.
         b.   If the antenna consists of a dish, the dish shall be the least size required for reception.
         c.   Construction shall conform to all Village ordinances.
         d.   Not more than one such dish shall be installed on any lot of record.
         e.   In the case of the property abutting a residential district, the dish shall be located on the rear of the lot but not within the rear or side yard requirements.
         f.   The color and structural quality of the dish shall blend with existing use of the property and adjacent properties, if it abuts a residential district, and be screened by landscaping. All electrical connections shall be Underwriters' Laboratory approved and the current shall be of low voltage.
   C.   Variations: Variations in the application of this Section may be granted by the Zoning Board of Appeals as in the cases of variations as set forth in the Zoning Ordinance of the Village 1 .
   D.   Nonconforming Antenna: Any satellite antenna, as described by this Section, now in existence which is nonconforming to the terms of this Section, shall be brought into compliance within twelve (12) months of the effective date of this Section. (1987 Code)
