A.   Annual License: All annual licenses or registration shall terminate on December 31 of the calendar year. When an applicant has not engaged in business until after the expiration of part of a current year, the license fee shall be prorated monthly and the fee paid for such period during which the business has been or will be conducted.
   C.   Advance Payment: No such payment of any license fee in advance of the issuance of the license in due form shall entitle or authorize any person to any of the rights or privileges conferred by the issuance of any license or to the opening or maintaining of any business or establishment contrary to any of the provisions of this chapter.
