(A) Notwithstanding any provision contained in §§ 452.01 et seq. to the contrary, the Mayor is hereby authorized, at his or her sole discretion, upon proper application, to permit temporary parking of motor vehicles in any zoning district on a temporary basis for special events.
(B) As used herein, the term “special event” means an event of three weeks or less in duration, open to the general public with or without admission, and benefitting the general public in some manner. Within the scope of the definition contained herein, the Mayor shall exercise his or her reasonable discretion in determining what constitutes a “special event.”
(C) (1) Application for a permit pursuant to this section shall be made by the operator of the special event. The application shall describe in detail all areas for which the applicant is requesting a parking permit. The application shall state the period of time during which the permit shall be enforced. In the event that the applicant requests permission for parking on lands owned by a person or persons other than the applicant, the application shall be signed by the owner or owners of such lands and such signature shall verify that the owner or owners have approved of the proposed parking.
(2) The application shall be reviewed by the Police Department prior to approval or disapproval by the Mayor, and the Police Department shall indicate its recommendation along with any specific recommendations for traffic control as may be necessary. The cost for traffic control shall be paid by the operator of the special event.
(D) After the application has been reviewed by the Police Department as stated herein, the Mayor shall either approve the permit, disapprove the permit, or approve the permit with specific conditions. The applicant shall strictly comply with any and all conditions contained therein.
