(A) Private Property. No person shall park any motor vehicle, truck, trailer, bus or other vehicle upon the private lands of another without the owner’s consent.
(B) Disabled Vehicles on Public Property.
(1) No person, being the owner or having possession or control of a vehicle, shall park or permit such vehicle to remain parked on any street in the city for a period in excess of forty-eight hours while the vehicle is in a disabled condition.
(2) As used in this division, “disabled” means having a flat tire or such a mechanical defect that the vehicle cannot be operated under its own power or on public streets in compliance with statutory requirements.
(C) Overnight Parking on Public Prope~~rty.
(1) Except as otherwise provided in § 452.14, no person shall park a vehicle on either side of a street, lane, trail, boulevard, road or other public thoroughfare, with the exception of state highways, between the hours of 3:00 a.m. and 6:00 a.m. unless permission therefor is received from the senior police officer on duty.
(2) Repeated violation of this division shall result in the towing of the offending vehicle to a place of storage at the expense of the owner of the vehicle.
