On all construction jobs within the city where earth-moving equipment, trucks, men or materials are being transported frequently across a public thoroughfare within the limits of the municipality, the contractor in charge of the operation shall employ a flagman who shall warn approaching traffic of the hazard and stop traffic when necessary so that the earth-moving equipment, vehicles, men or supplies can be transported safely across any street or thoroughfare that involves interference with the vehicular flow of traffic within the area.
