In addition to or independent of all other penalties provided for a violation of any of the provisions of this Traffic Code, the court may require inspection by the Police Department of the city of any vehicle involved in a violation of any section for which a penalty is prescribed, provided that if the vehicle is involved in an accident and damaged, the court may prohibit the use of such vehicle upon the streets of the city until the same has been submitted to examination by the Police Department and approved by such Department as safe for operation upon the streets of the city.
