(A) Maximum Number and Area of Permanent Signs Attached to Building. Permanent signs attached to buildings shall conform to the maximum number and area limitations set forth in Table 1328.09(1). In addition to the sign area permitted in Table 1328.09(1), each building shall be permitted to display numerals indicating the building’s street address, provided the numerals and letters are not less than two inches proportional.

(B) Building Signs. The building sign permitted in Table 1328.09(1), shall be either a wall sign, awning sign or window sign erected in compliance with the following additional regulations.
(1) Window Sign.
(a) Ground Floor Occupants. Notwithstanding the permitted area set forth in Table 1328.09(1), a window sign shall not exceed 20% of the total glass area of the ground floor window.
(b) Upper Story Occupants. For a multi-story building, each occupant above the ground floor shall be permitted one permanent sign to be placed in a window of the occupant’s space, not to exceed six square feet or 20% of the area of the window in which the sign is placed, whichever is smaller. These signs shall be in addition to the maximum allowable area for ground floor building signs pursuant to Table 1328.09(1).
(2) Awning Signs. Awning signs shall be permitted to have lettering not to exceed 12 inches in height located on the front and side portions of the awning.
(3) Corner Lots and Public Entrances Not Fronting a Street. The maximum allowable area for building signs set forth in Table 1328.09(1) shall be the area allowed for the occupant’s primary frontage. In the event an occupant has a secondary frontage, additional sign area shall be permitted in compliance with the following.
(a) The sign area for the secondary building frontage may not exceed 60% of the sign area permitted for the primary frontage.
(b) The property owner may choose to locate the permitted building sign area on any exterior building wall provided the sign area on any one wall does not exceed the formula set forth in Table 1328.09(1) and signs are attached to no more than two exterior walls.
(c) Illumination: signs shall be illuminated only in compliance with § 1328.16.
(4) Projecting Signs.
(a) Projecting signs shall be limited to occupants that have a minimum of 20 feet of occupant frontage.
(b) All projecting signs shall have a maximum height of 14 feet and a minimum clearance of eight feet from the ground to the bottom of the sign.
(c) Projecting signs shall not extend more than 18 inches from face of a building.
(d) Illumination: Projecting signs shall be illuminated only in compliance with § 1328.16.
(C) Permanent Ground Signs.
(1) General Provisions. Permanent ground signs permitted in business districts (C1, C2, C3, C4) shall comply with the following regulations. Maximum number, area and height, minimum setback of permanent ground signs set forth in Table 1328.09(2).

(2) Minimum Sign Setback from Intersection. On corner lots, no sign shall be allowed on a lot within a triangle formed between points on the front and side street right-of-way lined within 15 feet from their intersection.
(3) Minimum Sign Setback from Side Lot Lines. Ground signs shall be located a minimum of 25 feet from any side lot line, except that when a side lot line coincides with a residential district line, the minimum setback shall be 100 feet.
(4) Support Requirements. Ground signs that exceed two square feet in area shall be erected with a minimum of two supporting posts or on a solid base.
(5) Landscaping.
(a) Ground signs shall be erected in a landscaped setting and not on sidewalks, drives or in parking lots. Neither the landscaping nor the ground sign shall obstruct the view of vehicles entering or exiting the property.
(b) Landscaping plan shall be submitted with ground sign plan and shall be reviewed and approved by the Planning Commission.
(c) Said landscaping shall be installed at the time of the erection of the sign, or within six months if sign is erected during the winter season.
(6) Changeable Copy Nonelectric Signs.
(a) Ground signs may have up to 50% of the sign area set forth in Table 1328.09(2) devoted to changeable copy.
(b) Changeable copy may be either computer driven or manually changed.
(c) All changeable copy shall comply with the lettering style, lettering color, background color and all other elements approved by the Planning Commission. No alphabetic letter or number shall be used as a substitute for a different alphabetic letter or number or a different color of letter.
(7) Multi-Occupant Facilities. When a ground sign is permitted on a site that has more than one occupant, it is the property owner’s responsibility to determine if the sign area shall be devoted to identification of the buildings(s), the anchor occupant, all occupants, or some combination thereof.
(9) All ground signs throughout the entire city shall have a masonry base. The masonry base shall be wider than the main body of the sign and be 12" - 24" above finished grade. The masonry base will not be included in the overall height of the sign. The height of the sign will be based on the zoning district regulations for that lot and be measured from the top of the masonry base.
(10) The landscaping requirement shall be 50% of the vegetation to be perennial.
(11) Window Signs shall not exceed 20% per window pane.
(12) Door Signs are prohibited except for hours of operation, ingress and egress indicators and other safety information that may be required by other regulatory provisions.
