(A) The establishment of a grade level must be completed prior to any excavation, initial construction or other change of grade.
(B) The owner, or his or her agent or employee, shall apply through the Building Department for the City Engineer to establish such grade level at least ten days prior to the time such change is proposed.
(C) All trees required to be removed from swales pursuant to § 1248.03(D) of the Planning and Zoning Code shall be so removed before the issuance of a building permit with respect to the land affected.
