§ 1316.01 DEFINITIONS.
   As used in this chapter:
   “Change of grade.” Means any raising or lowering of a grade level by any means under circumstances where one of the following occurs:
      (1)   A change of grade level for purposes of erecting buildings, streets, sewers, appurtenant structures and/or any other structure in the city; or
      (2)   A change which has the actual effect of changing the direction of the flow of any surface water across the land affected by the change of grade such that the diverted surface water flows onto lands other than the parcel upon which the change of grade occurred.
   “Grade level.” Means the degree of rise or descent of a land surface as measured in number of feet above sea level.
