Any building to be occupied for residential purposes, as permitted by this Code, shall have all exterior, above grade foundation walls completely faced with masonry face, four-inch brick, natural face stone, or other finish materials, which shall be approved by the Planning Commission. In no case shall plain, painted or colored concrete block walls be permitted.
