(A) The position of Civil Service Administrator is hereby established in the city.
(B) The Civil Service Administrator shall, among other functions, act as the Civil Service Secretary as provided in Article V, Section 9(a)(3), of the City Charter.
(C) The Civil Service Administrator shall have the following function and duties:
(1) Basic Function. To maintain all records and proceedings relating to the Civil Service Commission in compliance with the Rules and Regulations established by the Commission, the Ohio Revised Code, the Charter of the City of Broadview Heights and the Ohio Constitution.

(2) Duties and Responsibilities.
(a) Attend all meetings of the Civil Service Commission;
(b) Record, type and maintain on file all minutes of meetings;
(c) Post notification of any such meetings;
(d) Post and advertise any classified openings within the Police and Fire Departments;
(e) Secure any facility, testing agency and equipment necessary to administer entrance and promotional exams;
(f) Develop, copy and collate all application packets relating to positions available;
(g) Dispense and collect applications;
(h) Screen all applications according to provisions required;
(i) Answer all phone inquiries relating to civil service testing;
(j) Keep records of all proceedings, applications and examinations;

(k) Prepare, continue and keep in the office of the Commission a complete roster of all persons in the classified service;

(l) Maintain a list of job classifications, duties and responsibilities and job descriptions; (ORC 124.14)
(m) Prepare and post an eligible list containing the names of persons qualified for appointment to positions in the classified service;
(ORC 124.26)
(n) Transmit a certified list of names for appointment to the appointing authority;
(o) Maintain on file all records of efficiency and seniority as required;

(p) Schedule hearings and issue notices on rulings of all appeals relating to reduction, suspension or removal;
(ORC 124.33)
(q) Maintain employee files for all classified employees;
(r) File with the State of Ohio a yearly report of activities relating to the administration of the Civil Service Commission;

(s) Make an investigation of any violation of Ohio R.C. Chapter 124 and file a report of such to the Mayor or other chief appointing authority;
(ORC 124.56)
(t) Sign the payroll for classified departments upon authorization of the Civil Service Commission;
(u) Attend all meetings and seminars of importance to the functioning of the Civil Service Commission; and
(v) Carry out any and all other duties as directed by the Chairperson of the Commission and the Administration.
