§ 1440.20 MANDATORY INSPECTIONS.
   (A)   Grade Inspection. A determination shall be made that the building, including any accessory buildings, paving and drainage, conforms to the grades as shown on the plan approved by the City Engineer. If the aforesaid grade is questioned by the general contractor, such grade shall be rechecked and approved
by the City Engineer and the Building Commissioner prior to starting the excavation for such building or completing the project, subject to the right to appeal.
    (B)   Footing Inspection. Inspection and approval of the footings for any structure or building shall be made before foundation wall, chimney or support post work proceeds. Such inspection is commonly made after the poles or piers are set, or after trenches or basement areas are excavated, and after forms are erected and any required reinforcing steel is in place, and prior to the placing of concrete. The footing inspection shall include excavations for thickened slabs intended for the support of bearing walls, partitions, structural supports or equipment and special requirements for wood foundations.
    (C)   Sewer Inspection. Inspection and approval of sewer connections and any private sewage system shall be made prior to backfill.
    (D)   Foundation and Waterproofing or Dampproofing Inspection. Inspection and approval of foundation walls and the waterproofing or dampproofing system shall be made before backfill and any superstructure work proceeds.
   (E)   Elevation of Foundation Walls Inspection. Inspection of the elevations of the foundation walls shall be made to determine compliance with the approved grade plan. Any deviation shall be referred to the Building Commissioner. Revisions or adjustments shall be made by the owner or his or her general contractor to the satisfaction of the Building Commissioner and the City Engineer.
   (F)   Plumbing, Mechanical and Electrical Inspection. A rough inspection of plumbing, mechanical and electrical work and fixtures shall be made. Such inspection is commonly made prior to covering or concealment, before fixtures are set and prior to a framing inspection.
    (G)   Framing Inspection. A framing inspection shall be made, usually after the rough inspection of plumbing, mechanical and electrical work and fixtures.
    (H)   Insulation Inspection. An inspection of all insulation and firestopping that will be concealed or covered shall be made, usually after the framing inspection.
    (I)   Wallboard and/or Lath Inspection. Wallboard and/or lath inspections are commonly made after all lathing and/or wallboard interiors are in place, but before any plaster is applied or other wallboard joints and fasteners are taped and finished.
   (J)   Other Inspections. In addition to the inspections set forth above, the Building Commissioner may require any other inspections to ascertain compliance with this Building and Housing Code and other laws enforced by the Building Department.
   (K)   Final Inspection. Inspection and approval of all permitted work, finished building and any site improvements shall be made after the permitted work or building is completed and ready for occupancy. The inspection and approval shall include the permitted work, grading, applicable landscaping and paving of the property. The City Engineer shall approve the final grade for conformance to the grades as shown on the approved plan. The landscaping and seeding of all disturbed, unimproved areas of the property shall be completed prior to the return of any cash bonds for landscaping or seeding.
   (L)   Special Professional Services. The Building Commissioner may require special inspections for any unusually large project, analysis, investigation or consultation, or for architectural or structural work and/or site improvements. Costs for such inspections shall be charged to the permit holder or property owner at a rate specified by separate ordinance of Council or at cost, whichever is greater.
